    Moses Mercado thrives at the intersection of national politics, corporate lobbying and public policy. With more than 25 years of hands-on experience at the highest levels of Congress, Moses is uniquely positioned to help OGR’s clients navigate the complexities of this moment in policy making and politics.

    Mercado is an integral part of OGR and a main reason why OGR has been selected repeatedly as a “Top Performing Lobbying Firm” by Bloomberg Government. Moses has been named a “DC Uber Lobbyist” by Newsweek; a top DC Lobbyist by Latino Magazine; and for ten years in a row, chosen as one of The Hill’s “Top Lobbyists.”

    At OGR, Mercado advises Fortune 100 companies, financial institutions and national trade associations on how to successfully navigate legislative and regulatory challenges. He develops comprehensive strategic plans to coordinate legislative advocacy, coalition building, grassroots organizing and media outreach. With specific expertise in crisis response and reputation management, Mercado’s commitment to his clients goes beyond traditional lobbying and encompasses everything from top level strategy to execution of on-the-ground direct advocacy.

    Mercado is an accomplished political organizer who has designed and executed winning strategic plans for political leaders including President Barack Obama, Secretary John Kerry, Democratic National Committee Chairman Governor Howard Dean, General Wesley Clark, and House Democratic Leader Dick Gephardt. In late 2019, at a small meeting with Vice President Biden in San Antonio, Texas, Moses and Joe Biden discussed the challenges facing the Democratic Party in the 2020 general election.

    Mercado’s political and public policy experience includes high-ranking positions in the US House Democratic Leader’s office and on the Democratic National Committee (DNC). As deputy chief of staff and senior policy adviser to Democratic Leader Gephardt, Mercado managed day-to-day operations of the leader’s office and served as liaison to members of the Democratic Caucus. As the DNC’s deputy executive director of intergovernmental affairs, Mercado was responsible for outreach and communications to Members of Congress, governors, mayors and local elected officials. He served as a super delegate for Barack Obama at the 2008 Democratic National Convention and most recently was appointed as a member of the Credentials Committee at the 2016 Democratic National Convention.

    A native of Texas, Mercado is a graduate of the University of Texas and received his law degree from South Texas College of Law in Houston. He was an at-large member of the Democratic National Committee in 2012 and served on the Board of the Congressional Hispanic Caucus Institute from 2008-2015. Mercado is a member of the American Bar Association and the State Bar of Texas. Moses lives on Capitol Hill in the District of Columbia.
