    With more than 25 years of experience in the public and private sectors, Tuck Shumack is a lobbyist and consultant with a long and successful track record of advising corporations, trade associations and coalitions on government relations, tax policy and trade. While representing both foreign and domestic business, he has particular experience in working with globally headquartered companies.

    A recognized tax and trade expert, Shumack helped deliver positive results in the Tax Cuts and Jobs Act of 2017 for OGR’s clients in a variety of industries including energy, chemical and manufacturing. Shumack was able to get one of the few new tax provisions in the Protecting Americans from Tax Hikes (PATH) Act of 2015.

    His political and public policy experience includes serving as tax and finance counsel to Senator Olympia Snowe (R-ME) and the Senate Committee on Small Business & Entrepreneurship. In his work with the committee, Shumack was intimately involved in negotiating the Emergency Economic Stabilization Act of 2008, the Economic Stimulus Act of 2008, the Small Business and Work Opportunity Tax Act of 2007. He also served as legislative assistant for Congressman and then Senator Johnny Isakson (R-GA) and legislative assistant for the late Senator Paul Coverdell (R-GA), handling a variety of issues including, agriculture, tax, foreign affairs and defense.

    Shumack holds a master of laws in taxation from the Dedman School of Law at Southern Methodist University, a law degree from the University of Richmond, a bachelor of arts from Hampden-Sydney College and is a member of the Virginia Bar Association. He is also president and a founding member of the Breakfast Club, a tax policy discussion group, now in its ninth year with 100 members. Tuck is also on the Board of Advisors to the Wilson Center for Leadership in the Public Interest at Hampden-Sydney College.
